Part One

Act. 1
Long title - This act citation is the Criminal Laws of Liberty City of IV:MP.
Short title - This act short citation is the Criminal Laws

Act. 2
Definitions
Act. includes all acts included in the constitution and the laws submitted by the government and the court
Bodily harms includes all hurt or injury to a person
Complainant is the victim of an alleged offence
Criminal organization is a group of person gathering in the obvious goal to commit crimes
Highway is a road including four (4) or more lanes in total and that are either going the same way or in opposite direction (2 double lanes)
Senior officer is a person who plays an important role in an organization
Serious offence is an offence that could directly put in jeopardy the life and safety of fellow citizens or endanger national security.
Law Enforcement is an organization and the members belonging to it to which it implies to apply the laws of Liberty City and are therefore treated differently regarding the law.

Part Two - Generalities

Act 3.
Presumption of innocence - Anyone is deemed to be innocent until proven guilty by the due process of justice.

Act 4.
A crime is recognized as a crime only if it is included in this document or goes against the constitution. Server rules are not of criminal resort.

Act 5.
A crime punished directly on the field can still be subject to court charges.

Act 6.
Where a crime can be punished under more than one act can be punished for every of those acts but only once for the same offence.

Act 7.
No person is entitled to give death to another person without due process of justice.

Act 8.
Mental disorder will not be accepted as a valid defense.

Act 9.
Ignorance of law is not an excuse to commit an offence.

Act 10.
Anyone who commits an offence, who assists into the planning or the execution, the evasion or the hiding of perpetrators is guilty of that offence.

Act 11.
Attempts - Anyone who attempts to commit a crime can be charged with this crime.

Act 12.
A person who is acting under authority to stop a crime is allowed to do so either as a private person or as a law officer.
  • Act 12.1
A private person acting under act 12 is not authorized to use force that could cause injuries or death.
  • Act 12.2
A law enforcement member acting under act 12 is authorized to use force in order to cause injuries or death if the necessity arises to stop the perpetrator. Use of deadly force is authorized only in last resort.
  • Act 12.2.1
Under provision of act 12.2 a law enforcement person is allowed to use force to stop an evading perpetrator.

Act 13.
Any person authorized to use force is responsible to criminal extent of the excess of use of this force.

Act. 14
Arrest of wrong person - A law enforcer cannot be held responsible for arresting the wrong person.

Act. 15
Abuse of power - It is an abuse of power if a law enforcer suspect a citizen without any valid reason, good faith of a crime commissions or the absence of evidences.

Act 16
A people arresting another has to immediately give the reason of arrest.

Act 17
Preventing breach of peace is justified by means judged of good faith.

Act 18
Arrest for breach of peace - A law enforcement may decide to arrest and detain a person who committed a breach of peace or to give a citation (ticket or court citation)

Act 19
Every peace officer is justified in using force or in ordering as much force as the peace officer believe of good faith in the necessity to suppress a riot.

Peace officer must first require rioters to cease and disperse.

Act 20
Provocation is the act of attempting, by gestures, words or blows, to start hostilities.

Act 21
Trespassing, or the fact of entering propriety without authorization, is prohibited.

Part Three - Offences against public order

Act 22
Treason and high treason are acts consisting of putting national security in danger by revealing secrets, breaches or committing actions that could be troublesome to the state.

Act 23
Anyone who is guilty of crimes prescribed in act 22 is passable of loosing citizenship, driving license and all possessions and assets.

Act 24
Inciting to mutiny, the act of attempting to sabotage an organization belonging to the government to act against the interest of its main purpose is guilty.

Act 25
Offences in relations to members of F.B.I. - Is an offence to persuade or counsel a F.B.I. member to desert or quit his duties without being properly relieved, absent himself from duties without leave ignore his duties is guilty.

Act 26
Seditious intentions - Anyone, by his words, actions or intention proves to express seditious intention is guilty.

Act 27
Anyone recognized guilty of acts 24, 25 or 26 can be imprisoned for up to 48 minutes.

Act 28
Unlawful assembly is defined by an assembly obstructing a propriety that is either government propriety (including streets) or private propriety.

Act 29
A riot is an assembly that is unlawful and out of control or an assembly disturbing the peace.

Act 30
Anyone taking part in a riot is liable to a maximum of 10 minutes of imprisonment.

Act 31
Anyone taking part in an unlawful assembly is to be required to cease immediately. In case of refusal, refer to Act 29, Act 30

Act 32
Duels are prohibited.

Act 33
Forcible entry, the act of forcing entry in one other belonging, is prohibited.

Act 34
Anyone guilty of act 32 or 33 is liable of 5 minutes of imprisonment.

Act 35
Use of offensive weapons with purpose of causing harm or fear is illegal.

Act 36
Threats to cause death or injury is a crime

Act 37
Under punishment, act 35 and 36 can result in up to 5 minutes of jail.

Act 38
Terrorism, financing of terrorism, assisting terrorist or supporting terrorist is unlawful.

Act 39
Faking terrorism and terrorism hoax are treated just as seriously as terrorism itself.

Act 40
Under punishment of up to 48 minutes of imprisoning, act 38 and 39 are prohibited.

Part Four - Offence against administration of Justice and Law

Act 41
Resisting arrest is an offence in itself.

Act 42
Fraud is prohibited.

Act 43
Disobeying order of court or a judgement will result in a more severe punishment.

Act 44
Impersonating a law enforcement officer, by either pretending to be one or representing himself as such is an offence.

Act 45
Perjury, the act of giving contradictory or false declarations to a court or an officer of peace is a criminal offence.

Act 46
Obstruction to justice - Anyone who wilfully attempt to obstruct, pervert or defeat the course of justice is guilty of obstruction to justice.

Act 47
Jail break - Evasion from a prison is a criminal offence.

Part Five - Public moral and conduct

Act 48
Rape - A person who engage in an intercourse with another person against his will is guilty of rape.

Act 49
Sexual interference - A person who commits touches of a sexual manner against consent of the other party is guilty.

Act 50
Prostitution - Prostitution is defined by the act of exchanging sexual contact for reward such as money or privilege.
  • Act 50.1
Is guilty of living from prostitution anyone who willingly accepts rewards or payment in exchange of giving sexual satisfaction.
  • Act 50.2
Is guilty of using services of a prostitute anyone who pays or reward sexual services from a prostitute.
  • Act 50.3
Is guilty of pimping any person who promotes prostitution.

Act 51
Indecent exposure - A person who exposes genitals parts of his body in a public area is to be charged with indecent exposure.

Act 52
Nudity - Anyone who is nude in public is guilty of nudity

Act 53
Causing disturbance - Is guilty of causing disturbance any person who, on a public place, fight, scream, and shout. Swear, insult, use obscene language, is drunk, impede, molest or loiter.

Act 54
Vagrancy - Is guilty of vagrancy a person who has no belonging and who lives from crime.

Act 55
Common nuisance - Is guilty of nuisance anyone who endanger the life, safety, propriety or comfort of others.

Act 56
Spreading false news - Spreading news that are false and that could be harmful to one or many people is an offence.

Act 57
Betting on the public place is prohibited

Act 58
Holding a building with the goal of permitting bets to take place is an offence, related to act 57.

Act 59
Permitted games - Games that are permitted by the state shall not be punished under Act 57 and 58 unless other disposition applies.

Act 60
Bawdy-housing - It is illegal to be present, own or work for a bawdy house and is punishable under the present act and acts on prostitution (50).

Part Six - Offences against the person and the reputation

Act 61
Criminal negligence - Anyone whom, by omitting to perform his duty, jeopardize life and safety of others is guilty of criminal negligence.

Act 62
Causing death by criminal negligence - In accordance with act 61, anyone who causes death through criminal negligence is to be charged with causing death by criminal negligence.

Act 63
Homicide - A person commits homicide when, directly or not, by any means, cause the death of a person.

Act 64
Murder- A person who is guilty of homicide and who did show clear intention to provoke death is to be charged with murder.

Act 65
Murder or homicide of a peace officer - Is to be charged with, in accordance to act 63 or 64, the death of a peace officer any person who deprives an on-duty peace officer of life. The punishment granted is to be harsher.

Act 66
Manslaughter - A person is to be charged with manslaughter if the event happened in such accidental manner that there was no possible way to avoid the death of the victim.

Act 67
Causing bodily harm with intent- Is guilty anyone who cause physical harm with clear intention of doing so.

Act 68
Dangerous operation of vehicle - Anyone who causes damages or injuries by the dangerous operation of a vehicle is to be charged in accordance with this act.

Act 69
Operation while impaired - Anyone under influence who operates a vehicle is guilty.

Act 70
Impeding attempt to save life - Anyone who, by his actions, words or gestures, prevent a person to save another person's life is to be charged with impeding attempt to save life.

Act 71
Harassment - The act to follow, spy, stalk, communicate without consent or watch a person repeatedly or for a long amount of time is considered as harassment unless such is done by law enforcement.

Act 72
Assault - Anyone who has clear intention to commit injuries or use force against another person commits assault unless the person committing is a law enforcement person arresting a perpetrator.

Act 73
Assaulting a peace officer - Anyone, in accordance with act 72, who assault a police officer is to be charged consecutively with act 72 and 73.

Act 74
Kidnapping - A kidnapping occurs when one person detain another person against his will. It is punishable by law.

Act 75
Hostage taking - Hostage taking occurs when one person is detained and receive threats of harm or death. Hostage taking is a serious offence.

Act 76
Hate propaganda - Is considered criminal the action of encouraging hate toward a group or a person.

Part Seven - Crimes against propriety

Act 77
Theft- A person who takes possession of someone else belonging without consent is to be charged with theft.

Act 78
Forgery - Is guilty of forgery anyone who create documents in order to take possession of something he is not entitled to.

Act 79
Robbery - Is guilty of robbery when a person takes possession of one other money.

Act 80
Extortion - Extortion occurs when one require money for protection. Anyone using such means is guilty.

Act 81
Breaking and entering - Is guilty of breaking and entering anyone who forces his way into someone else propriety without being authorized to enter.

Part Eight - Fraud

Act 82
Fraud - Is guilty of fraud anyone who require payment for a service or good but has no intent to deliver it.

Act 83
Fraudulent gambling - Anyone whom, in a gambling activity, does not respect the payments is guilty of fraudulent gambling

Act 84
Falsification of documents - Is guilty of falsification anyone who prepare, emit, make public or facilitate access to a document of false value in order to obtain personal gain.

Act 85
Falsification of evidences - Is guilty of falsification of evidences anyone who create evidences that are false and deemed to be false in the context of a criminal investigation or for the court purpose.

Act 86
Personification - Is guilty of personification anyone who pretend to represent or to be one other person or to possess a title he is not entitled to.

Act 87
Trademarks - Anyone who copy a trademark is guilty.

Act 88
Copyrights - Anyone who infringe copyrights by copying one other work in such a manner it is made to confuse people is guilty of copyright infringement.

Section Nine - Drugs

Act 89
Use - It is illegal to use drug

Act 90
Possession - It is illegal to possess drug

Act 91
Production - It is illegal to produce drug

Act 91 1/2
Drug trafficking - selling, buying, giving out or accepting given drugs is illegal

Act 92
Promoting drug or drug use- The promotion of drug is illegal

Section Ten - Laws on land vehicle operation

Act 93
Any driver shall abide speed limits of 80 km/h on single-lane road and 120 km/h on the highway.

Act 94
Right side - Driving on the right side of the road is mandatory.

Act 95
Forward Driving - It is mandatory to drive a vehicle forward on the public road and illegal to do any reverse movement on the highway.

Act 96
Traffic lights - Citizens are expected to slow down at interesections and stop if they face a red light and traffic is coming from other direction. In case of absence of traffic in other directions, a citizen is not forced to stop at a red light.

Act 97
Stop signs - Stop signs are to be respected and require a full stop.


Act 98
Fast lane - On the highway, the fast lane is on the left and shall be used to overtake other vehicles. Obstructing this lane can result in a fine.

Act 99
U-Turns - U turns are permitted as long as they are executed in a safe way

Act 100
Parking - Parking is to be done in a matter not to obstruct the traffic flow.

Act 101
Overtaking - Overtaking on a regular road is permitted as long as it do respect the speed limits, does not represent a risk to others and is not done in a successive way with several other overtaking by the same driver.

Act 102
Violations to Act 93, 94, 95, 96, 97, 98, 99, 100 and 101 does not represent criminal offences. Shall be punished by fines.

Act 103
Any driver that is a danger to himself and to others on the public road, by proving multiple and repeating violations of any act of act 93, 94, 95, 96, 98, 99, 100, 101, can be subject of (temporary) license revocation.
