This guide is to be taken as optional, do so at your own risk. Ignorance to the law and this document will not get you off free if any part of this document does not provide accurate information that should be used in a scenario. This is just free speech in action.

This guide covers / focuses two situations of the everyday cop & suspects.

This guide is provided by the Bureau of Citizens Advice; Floor 2, City-Hall, Perishing SQ, Los Santos, San Andreas. This is a collaborative guide.

A guide to investigations

(Against an officer (and or) to claim innocence)

What is an investigation?

An investigation is widely known as a process in which a person who has been arrested and claims that he is either subject to abuse by an officer / his apparent (committed) crime is not true or a mistake.
An investigation can also be conducted to deter weather or not an officer is subject to corruption or general bad practice.

An investigation will eventually end up in a conclusion, if not then a court case should be made.

How is an investigation carried out?

Investigations to deter any of the above mentioned issues can be carried out and is usually carried out within a police station, in privacy and in confidentiality being of up-most importance before it begins.

The investigation is carried out and depends on the person who has requested it, if they are a suspect who claims that there crime is false the arresting officer shall arrange an impartial officer to come and consider the evidence and stories of both party's to see if it is true or not.

Evidence can witness statements, photography, voice recordings or other physical items such as seized weapons or drugs or forensic reports / evidence.

Anyone from ARPD Officer to the ARPD Chief can be the impartial officer who will investigate fairly and wisely, they will take no sides even if they know the parties, they will be completely unbiased.

The personality of the investigator is another issue, if any party is not comfortable with the investigator they could request another officer to investigate or take the matter to court, on which the suspect can be released on bail or incarcerated until the case.

At the beginning of the investigation the investigating officer should start a tape to record the conversation or someone else who is also impartial may write it down / type it.
The investigating officer should arrange if possible for all parties who are involved (including the suspecting officer) to be present.
The investigating officer should proceed to ask what the issue is (the questions can be): "Do you feel your crime is wrong?", "Are you accusing this officer of corruption".
At this point both party's should be separated so that the investigator can hear both party's stories.
When each party is speaking to the investigator alone they may provide evidence to there claims or confirm witness's. Witness's should be called if possible.
The investigator should consider the witnesses statements / evidence / stories and should  proceed to bringing both parties back together.
Once both parties are back together the investigator may ask questions for both parties. The investigator may use tricks to try and get the truth or to see if you or your story has changed, this is all presumably in good faith so if you feel you are being messed about remember the investigator should be and is looking to get to the truth and not blame.
After careful consideration of everything the investigator can decide to refer the issue to court or have the arrested person jailed, but the other officer could still continue to deal with his issue in court if needed.

How can I get an investigation?

It is simple to get n investigation, everyone is entitled ot one for each and every crime / issue if needed.

To get an investigation going you must firstly surrender and show no sign of evasion or resistance, once you are able to talk - perhaps in the back of a car or reaching the station you can ask the officer to arrange for an investigation, the officer should make sure the investigation happens,  from there on in the impartial investigator should be made present and it can continue as mentioned above.

If you are being refused an investigation contact an Administrator.
Or take evidence of the person refusing to provide an investigation and head to the courts - you could say you are falsely incarcerated, refused your basic rights.

Great guide you got here Monte
The Bureau of Citizens Advice thanks you for your kind words but wishes to mention;

It (the guide) falls short of advice for the person requesting an investigation as this anything of the sort would not be appropriate unless fairly simple, such simplicity can of-course be performed by the investigating officer face to face instead of here.
