ENB problems..

I tried a new ENB mod earlier today, And when i turned it on IG. it looked like this

Like, The HUD im using goes halfly to the left so you cant see it, Then the chat and everything else gets very blurry :/

Try a different ENB version.

I had to mix files from two different ENB versions to get the reflections working right in Vice City - because I could see the HUD icons reflecting on my car 

Can't tell about other effects because my old gfx card doesn't even really support them, so they don't work at all.

That's Motion blur and is perfectly normal.

However, in the ENB config settings you can have less motion blur or remove it completely.

hmm, Well i stopped using ENB now, It made me lag much..
