So guys, I have used this program before but now i can't remember it's name.

It has a blue icon and it's used to create and play 2d online games.

no it was over the top view and people made their games to play online, for example, Naruto, Pokemon, Dragonball and Resident Evil...

Maybe its ecplise? Its mainly used to build apps and games. It has a blue, or blue-purplish icon.
