Problems with ENB in San Andreas

Not sure why, But ENB just doesn't work for me in San Andreas, It works perfectly in VC and GTA IV tho, It might be because I have a laptop, but there must be a fix since it works for other games perfectly.

Specs are :
Windows 7 64-bit
Intel i5-480M
4GB DDR3 RAM
NVIDIA GeForce GT 420M with 1024 MB of dedicated DDR3 VRAM supporting NVIDIA CUDA, PhysX, PureVideo HD technology, OpenEXR High Dynamic-Range (HDR) technology
Shader Model 5.0
Microsoft DirectX 11

If it makes any difference, (no I am not asking support on these, I don't have anything to do with such programs, neither have I ever tried them on Argonath, only heard about them and tried on empty servers with friends) I can't run any hacks like mod s0beit etc.
Basically I'm giving example of that because both mod s0beit and ENB uses f12 to trigger the program IG.
I also tried setting ENB To activate on start up using ENB configurator.

I think it might have something to do with NVIDIA Optimus techonology, Since I read on GTA Mods forums that some users with same graphic cards were having almost same kind of problems with GTA IV.
