Guns for dming

I just wondered that if this server does not allow dming without reason, why is it so easy to buy a combat shotgun and go on a quick 5 minute rampage before an admin puts a stop to it. Why do you not make guns allot harder to obtain or at least very hard for a newbie to obtain with his 10k starting money. Maybe do something like obtaining a gun license like you have to do with driving. Please leave a comment any are welcome.

The process might be longer with your idea but once players have obtained the license it will be as it's now.
Instead of swear, scream and argue about who deathmatched, maybe put the energy to find a solution and teach eachother about how you both can improve and avoid deathmatching...

Put your ideas in the SA:MP idea board. I also advice you to elobrate on the idea!
