Disc or Disc drive problem..

I had to un-install GTA SA, when I tried to re-install it using my disc, the disc doesn't show up... The mouse has a small disc loading sign next to it but then it goes, nothing happens and the disc stops spinning, I've tried some music discs and it runs them fine, I can't open the disc manually in My Computer because it seems it's just not reading my disc, theres hardly any scratches on it apart from a few light ones, but I had a disc that looked like it went through a paper shredder before (a GTA SA one) and even that worked, I've disabled the disc driver and re-enabled it, I've re-installed the driver, but still nothing... I can't do a system re-store because it's not giving me any re-store points to choose, I have googled it and thats no help, is there anyway that knows any other ways I can open the disc manually, I can't do it the My Computer way, I'm not even sure if the disc is spinning, any help is appreciated, thanks.

Sounds like a drive issue.
The lense may be dirty or damaged. It shouldn't stop spinning, it will normally do that when there's an un-readable disk or no disk in the drive.
Try open the drive and blow it out with a compressor or something alike and try the disk again, if not, try another disk like a music CD or something similar.
