I remember having weak FPS on a 256mbit graphics card - and I was on a 1024x768 res. I can't imagine your game being faster than ~30.

If you're really sure your computer handled GTA better before the windows reinstall, it's probably a driver issue... Can't think of anything else.

I know, but dude, even I get around 70FPS in SA:MP and I have a 2GB GT650. lol

70 FPS?  :fh:
Your laptop has a high rating with an  i7 and all of that, yet 70 FPS.. I sit with 100 FPS on an old Core 2 Duo..

Kind of the same design.

I get 100+ in SP, but yes, I get around 70 in SA:MP with ENB and few other mods.

I wasn't getting more than 50 until today, when someone suggested me to turn Vsync off for SA in NVIDIA control panel.  :devroll:

Ofc, I need to do some tweaking, will post a link regarding my graphics soon.

Okaaaay, here we go.

Go down the bottom right of your screen and hover over your battery meter.
Click it once and go into 'more power options'
The screen should say 'select a power plan'
On the plan which is selected, select 'change plan settings'
When the settings come up, at the bottom, above save changes and below the brightness settings, it will say 'changed advanced power settings,' click that.
Some settings should come up, and there'll probably be a scroll bar on the side, scroll to the bottom.
Expand the 'processor power management' section
Expand the 'System cooling policy'
Change both on battery and plugged in to 'Active.'
Shrink the processor power management and ensure you  are at the bottom of the scroll bar still. There may be an option which says 'ATI Graphics Power Settings.' If you have this, expand it.
Expand any menus that come up, most probably about 'powerplay.' Change the settings on battery and plugged in to 'Maximize Performance'

Hopefully this should improve your situation.
