Unstable FPS / Massive FPS drops

Hello folks!

Im having trouble with my FPS in the game itself (Multiplayer & Singleplayer). I dont really know what causes this weird issue thats why im asking if someone is having the same problem like I do.
Usually I play GTA San Andreas with between 70 - 90 FPS which is really smooth and enjoyable, but there are few areas where I get massive drops.

From 70 - 90 FPS to 7-15 FPS.

I took a Image of the map and marked the areas where I get the unstable FPS. In the following picture Los Santos only but there are also places in San Fierro, Las Venturas etc. where I get simillar FPS drops.

PC Specifications:

Motherboard: MSI 2A9C

CPU: Intel-i5 650 / 3.20 GHz / Quad Core

RAM: 4.00 GB / DDR3

GPU: ATI Radeon / HD 5570 / 2GB / DDR3

HDD: Hitachi / 2 TB

OS: Windows 7 / Home Premium / x64



GTA San Andreas

- Fresh Installed today
- No any modifications installed

Settings:

Draw Distance: Default

Frame Limiter: Off

Widescreen: On

Visual FX Quality: Very High

Mip-Mapping: On

Anti Aliasing: 1

Resolution: 1920 x 1080 (32)



All Drivers updated



What I tried:

- Setting Graphics down to lowest
Even than, in the marked areas the FPS drops.

- Installing newest Patch
No any changes

- Stream Memory Fix 2.0
No any changes

Note: When I start the game I turn off all the programms in the background. Means only the game itself is running (except normal windows process)

- Defragment
No any changes




I dont know if its normal or not
I didnt find anything helpful iby searching trough the internet

Maybe its just the crowded places or the amount of objects.

Open AMD Vision Engine Control Center (previously known as ATI Catalyst), look for Image Quality and check Anti-aliasing, Anti-aliasing Method and Anisotropic Filtering. Setting these to low or performance helped me get rid of those lag spikes.

Seems to be a good suggestion but it was already set to it :/

Open up task manager and check the processes tab for any heavy background program, example an antivirus performing search.

As if it occurs also in singeplayer, we could list off game related issues itself.

Finally after already a year playing with weird FPS drops, someone found out how to fix it!
Though I have to set it to low to play with a stable amount of FPS.
