Try to change the"Draw distance" from Options>Display Setup>Advanced>Draw Distance then choose maximum settings

Try this:

Go into this folder: C:\Program Files\Rockstar Games\GTA San Andreas\models
or C:\Program Files (x86)\Rockstar Games\GTA San Andreas\models

Then replace effects.fxp, effectspc.txd and particle.txd (one of the three is related to the weather I think). Just search in google for the originals and if that doesn't fix it, then just reinstall the game.

Try removing any game mods which are installed.

Look for original particle.txd and original timecyc's.
