try downloading another GTA_SA, yours may be corrupt.

Do you have proper GTA SA from a CD and not some crappy downloaded one?
Did it work earlier? What did you do before it stopped working?

i had the same problem , Delete the GTA from Desktop ,create new computer account and name it [Your Name-123] , Then download it there and u can play it.

First solution would be re-installing your Microsoft Visual redistribute, and ye sometimes creating a new user does the trick.
