Maybe something like...

For Player(1) sends pm to Player(2)
  For Player(1) gets notification: "Player(2) has his private messages off"
    Send a message to Player(2): "Someone sent you a message but your private messages are off. To set them on write /pm on"

Or... when other player tries to send you PM and he can not cause it is off, he just tell you to turn ON? :P

Wouldnt the messages annoy players who turned PMs to not be annoyed by PMs? I think thats the most popular reason to turn off PMs.

Well command is to prevent getting disturbed by pms and your suggestion would cause a "useless pm enable/disable command" XD

Its being annoying.

Why not warn the player when he is uses PM instead of when he receives one, good idea btw.

I just realized I all the time forget it, and Im sure lots of ppl who uses it forget it   

And I dont think its a thing which will take long time
