Maybe i'm getting it wrong since i don't play IV:MP, but i think that he meants to say that ALL phone numbers that you are able to buy starts with the "20" and "21" (Example: 20990), meaning that you can't get a "premium phone number" like you are suggesting, or maybe i don't understand either.
