What is Las Venturas Stories: Hammer and Sickle?:
It's a brand new singleplayer storyline for Grand Theft Auto: San Andreas, which follows the story of Boris Nikolaev, a member of the International Russian Crime Ring.

The year is 1993. After screwing up in a bankjob, in order not to compromise his mob, Boris Nikolaev is forced to leave Moscow for awhile. He settles in Las Venturas, where the American counter-part of the mob is being operated by Vlad Orlov. However, Boris is once again caught in trouble. It seems he can't shake off that bad luck..

What will I need for it to work?:

You'll need GTA San Andreas, CLEO 4 and a few-megabyte mod called "Design Your Own Mission V8". The mod does not affect multiplayer or any other mod in any way.
