From what I know, disabling firewall is too risky, are you sure its a good idea?

Yeah, Thats True, But I'm not saying to disable firewall permanently.

Just Once to check if it's the problem or not.

It had happened to me by the way I reformatted my pc.Well if you don't want to reformat you pc. Try as suggested below :

1) Try resetting your modem and configure it back
2) Download CCleaner and try cleaning up some unwanted files which may have problem with internet connection.
3)Try Re-downloading the GTA IV because sometimes the setup could have chances to be corrupted.

If those doesn't works , the best way try reformatting.Anyway as Talya said,try connecting to other servers.If it does work retry as much as you can to connect in Argonath server. < This had helped me once
