i have no ideas...

It's a panel where you can view groups, economy, online player list, vehicle price and a map of every single property.  Also you can chat to other players and view "statuses" such as taxi drivers dropping people off or people harvesting weed.

That "panel" is just a scale with no working functions at all. You wont be able to do anything with it.
