If someone decides they're going to go about shooting you and others around you, ideally you should not solve it by shooting in return as events like this will more than likely occur again.

Last time I asked an admin, he said I was allowed to shoot back in self-defence, and that it shouldn't be a problem. Well I thank you for clarifying this and hope we would not have to repeat this.

You do have the choice of either shooting back or reporting the player. It's advisable that you do not report and shoot the other player.
Of course if an administrator intervenes it would be your best interest to listen to an admin if they intervene.
