Officer Tenpenny shot down the hitman and sends to all Corleone Mafia that they can suck his deagle...

Sama was saying that C.R.A.S.H is the Abusive Cops in Singleplayer (at the start of the game). He wasn't pointing out the fact that you were corrupt, merely asking if it was like the SP  C.R.A.S.H.
