As Gvardia is already part of the A.R.U.N, you do not need to register for council. All existing A.R.U.N diplomats are however given the opportunity to register directly for High Council, which can be accessed through the existing A.R.U.N boards.
Also, for now only one diplomat per group is permitted. This may be changed in the future with a High Council vote.

Ps: By the new A.R.U.N system, all clans and groups are required to register for council. Whereas this is not enforced, the A.R.U.N's motions will include every Clan & Group regardless of whether they are member or not.

I believe it will be helpful to the applicants if it is stated to groups of which servers this applies.

From reading up on your topic it seems the group fell inactive and eventually brought back with the new topic. In which case it's activity counts from there on.
