If you still have your old installation you can literally just copy over the rockstar games folder and it will work.
I've been running off a 2007 installation for 8 years. It's just barely holding together after being modded and unmodded so many times.

 after I click OK the Single Player opens.

Make sure you have installed DirectX 9 (or a newer version).

I would recommend (re)installing DirectX as it may contain other missing .dlls you might require in other games.

The DirectX issue has been given, most likely... But the SAMP part... If you have the retail DISC... Then you need to download a patch that is also linked on SAMP's website
