Suspection for "Criminal Score"

With the new SAPD Application Only Reform, it appeared that there is no more point to suspect and jail people on request in order to remove their criminal score.
This was done in the past to allow people to access cop duty but since it's now restricted to a limited number of people, we will do the following:

- You won't be suspected and jailed on request in order to remove your criminal score.
- If you want to lose your criminal score, up to you to give up when you are suspected.
- Exception can be made for people with SAPD access, they can still request to be jailed to access cop duty.
