I just think that players didn't expected/weren't informed about the re-activating of this rule.
Admins didn't unowned properties for a while now since rs5 started, cause they actually didn't had a command to do it. When the command was added, they continue  'forcing' that rule, but the community wasn't aware/informed of that.

I know that Devin posted this on a sticky topic in SAMP General section,like few days before Rusty started unowning the properties if I'm not mistaken, but not alot of people even saw that, hence the crying.
