No, that was not a server mod, apart from the glowing orbs.
That is the Tundra mod.
It turns Chilliad/Angel pine area into a snowy Tundra ( very cool ), and im installing it now.
They have one for the bone county/Desert area also.

This is the same thing that happened when SA:MP was shut down a while ago, except it's not hackers kyeman is "fighting" it's the MTA team for no apparent reason. Kyeman makes too rash decision and it backfires on him alot, we have seen alot of this in the past.

Yes right after the hacker attack on SA:MP and when they almost shut down, they announced on their forums that mods are allowed if it does not affect on other players...
