Its not some "new rule", its something that Teddy just made a clarification for people. When our ex Capo was banned and basically left Argo, We had to show the contract for the AmmuNation, in order to transfer it, even tho everyone knew it was ours, it had "Gvardia Corporation" all over it, and he even informed the HQ staff via forum PM and also via MSN(nostalgia ).
And this is 2009 or 2010 I'm talking about.

And like Cofiliano said, he's talking about 2009-2010, where there was a similar rule but now it just got redone.
