In old Windows versions you needed to disable the Data Encrytion
Protocol.
Another issue was the strong protection of /Program Files, moving the folder to something not residing under Program Files would lower the protection and solve the issue.

Do not roleplay a veteran on discord, be a veteran in game.

I actually did forget about this. You'd go to My PC > System Properties > Advanced > Performance Options > Data Execution Prevention.
The odd part is that I don't have it enabled. You might need to install/enable DirectPlay if you haven't yet. Also, set SAMP to run as admin along with your gta_sa.exe. Another thing would be installing Silent Patch.

I do suggest you to try those steps:-

1. Make sure that you have Framework for-Games last version, and Visual C++ 2005-2013 pack.

2. Windows issues: my game was lagging/crashing when I updated my Windows to Windows 10 Home, I bought windows 8.1 Pro, and yeah, it is not crashing/lagging, believe me, I have GTX 980 could run GTA V +90 FPS, just GTA San Andreas 10-15 FPS in Windows 10 Home, Just when I changed the windows to Windows 8.1 Pro, everything changed.

My point is, try to get a better Windows like Windows 10 Pro, Windows 7 ultimate... etc...

3. Update your GPU: I don't think that it would work, but try.

4. Re-install SA:MP/GTA San Andreas: Try to not install it in the same folder you downloaded GTA in, just create a folder in desk "D", or at the desktop and download it there.

NOTE!!:
Delete everything belongs to GTA San Andreas, also GTA San Andreas User Files in the Documentary folder. [Use Control Panel to remove it]

5. Run as administrator.

6. Go to "System > Advanced System settings > Performance > Settings > Data Execution Prevention > Turn on DEP for all programs and services except those I select > Add - SA:MP.

7. Make sure that you ain't using mods. [ofc you don't].

What is Framework for Games? O_o
And as far as I know, GTA:SA and SA:MP do not require C++ packages.

I've had similar issue after updating to the latest build of Windows 10, I really can't remember how i exactly fixed it, but here's what comes to my mind of the steps I've taken:

1. Uninstall your game and delete everything related in the documents folder.
2. Restart.
3. Reinstall SA and SA:MP in a different folder than the old one, make sure it has a different name.
4. Restart again. (I remember the game not starting, but after this step it just worked)
5. Run as administrator.

*Do not change any of the compatibility settings unless you've ran out of options.

I appreciate the suggestions, however it seems that I am still not able to start a game.

If I launch single player, after the intro video the game stops responding, and in multi-player, after the introduction bit, it crashes to the desktop. I suppose it is a windows related problem, but if anyone else has any suggestions, I am more than willing to attempt them!

If the game stops responding after the intro video, then fault is very likely your game. Might want to try reinstall or use another installation media to install the game again.

Ye our issues are not the same Mike as my game did not start up at all. Anyways I seem to have been able to fix it. Atlwast for now. I guess the topic can stay open so we can try and help Mike his issue. But from what I can hear it's the game and not windows. Try getting another gta sa.exe that might fix your issue. I'll link you one in Pm once I am on my pc or contact me on Skype.

Another thing that I've tried with another person having this problem is that they had Xbox's GameBar enabled. Disabling it actually fixed it.

Other's have said it but i'd like to say it again, Move your GTA San Andreas folder to the desktop. Ever since W8, i've had tremendous amounts issues with running GTA SA. However, since W10 this issue has resolved for me. Its worth a try imo.

EDIT: Also rename your folder(works most of the time), however nesting your folders is also worth trying out.
