Anyone can long as they meet said requirements, though those in high ranking positions may wish to give it a thought first.  Role should be taken seriously and be something you do on a regular basis.  Don't want to see people becoming mayor, doing stuff for a few weeks then going inactive.  If you have a vivid imagination you can come up with all sorts to keep you going throughout your term as mayor.
