After the 405 freeway tore through predominantly Mexican American and immigrant communities, many migrated west into the El Corona area of Verona Beach. Originally the El Corona area was labeled as a "servant's zone" and was one of the only areas where African Americans could live in the South Los Santos. During this time South LS had been notoriously known as the "ghetto by the sea" due to the City of Los Santos' negligent attitude toward the area, and as a result El Corona's cheap housing prices which attracted young counterculture artists, poor European immigrants, and maintained an already working-class African American population made it relatively easy for Mexicans to settle in. It was in this extreme poverty that the South Side Locotes 13 (SSL) gang formed, becoming one of the earliest gangs in the city.
Throughout the 1960s the gang grew rapidly and Venice gang members began playing an active role in the California prison system through Mexican Mafia membership, while on the streets the gang viciously battled with NBA creating a rivalry spanning over 50 years and still running. By this time the area was overrun with drugs and times changed, with SSL13 taking control of the drug trade as unemployment and racial tensions escalated, further fueling gang membership. Gang members found income supplying drugs to the hippies, and eventually high-income residents who came to El Corona from affluent areas as crack cocaine arrived. In the 1990s El Corona exploded when a war broke out between NBA, the NBA and the Willowfield 18st gang. As ordered by the Mexican Mafia, SSL was to maintain control of Oakwood's drug trade and eventually a peace treaty formed between SSL and the Willowfield 18st. The 1980s and 1990s brought on a series of revitalization as white homeowners began purchasing property and renovating old houses, causing the City of Los Santos to combat the gang problem although SSL13 still remains active.

South Side Locotes are often seen rocking blue colors, and Raiders gear. They have no tolerance to black individuals. South Side Locotes are known for being violent to other neighbours which are not gang banging, they usually tax them, rob them or even sexually harass female members of the community.

Top Dog: Top Dog is a rank held by most respected people within the clique. They choose who will their enemy be and they go on arranged meetings with other mafias/gangs. They also give out the drugs to a Block Enforcer so he could hand them out to younger members and get the money coming in.
Public Enemy: Rank Public Enemy is basically a Shotcaller, he orders the younger members of the set to go on a hit on the rival gang, they are also the leaders if the Top Dogs aren't around.
Block Enforcer: Block Enforcer is leading the drug trade on the streets, he hands the product out to the younger homies and collects the cash. He then transfers the cash to Public Enemies and Top Dogs.
Foot Soldier: Foot Soldier is an official jumped in locote. He gains some respect but still has to build up. He often does hits and burglary missions.
Lil Homie: Lil Homie is the smallest rank within the set, he needs to gain trust of the shot callers and the O.G's before he gets a jump in. Lil Homie usually sells drugs on the streets and goes on the hits on a rival gang.
Jump In: Jump in is a gang initation of a 13 seconds beat down by older or already jumped in members. They use thirteen seconds to show respect to their connection with Mexican Mafia and Sureno lifestyle.
