I don't know I've copbanned quite a few people myself for this but what some of the previous explanations said are entirely supported and taken into consideration also.

Once you get suspected, at that moment you have your option to give up or shoot it out. If you fire at the officer I can't blame him for killing you. But I understand there are times where some of them either fire a bullet in your tires as soon as they suspect you so you don't have the option to do it scriptwise, in this case what i suggest doing is /hail 1/2. If you still get killed, then it better be a good roleplay scenario where the whole point of capturing you was an execution otherwise  it's a long ban from cop duty, or the server, depending on how the situation evolved  and if the officer has been doing this with different people.

Overall it's really simple if you stick to the rules and your report proves to be valid, you get your notoriety back.

If they shoot that's because you're returning fire. From the moment you're suspected you have two options: either you run and fight to maintain alive or you surrender. This has been a problem for criminals for ages now. If you choose to escape don't come crying that the system is corrupt because newbies don't ask before they shoot.
The biggest solution is: if you comit a crime and want to surrender, do it right away.

What? Once they starting shoot at you, you're being inside of the combat zone, so you can /gu, even when you stop without gun front of them they still keep shooting at you, and killing you so there is no escape they don't want to cuff and put you to cell once they see you're notorious they are killing just to lose your notoriety and next time it will easier to find for them.

Once you stop to /give up but they are still shooting at you just trying to kill obviously they see you are notorious and they want you to lose the notoriety which is we are struggling a days a nights to gain this notoriety ? just waiting somebody to explain me here so this is not a roleplaying server its just become TDM cops vs criminals!

 You forgot you can do /hail 1 or 2? You can use it also , but maybe still same problem if you are in combat, perhaps..

Report them to IA. If they /su you for no reason, give up and ask for their supervisor. If they refuse, go to jail and report them to the IA on forums, and I promise you they will pay for it.

You're correct, High ranks (Lieutenant) are corrupt, and nothing does happen to them as the chief doesn't even probably know his own officers, nor will do anything to the high ranks due to high inactivity.
