A small bar or spot to highlight some topics like ongoing auctions or business that are on sale.

So people can just see it, it will be useful for sellers and for buyers

That'd be too limited to limited to one server, we could how ever add a list of important direct links, to like, government sections, Sales sections, group section, etc.

RS5 panel had a nice look yeah, would be great if forum somehow was similar infact in a better way

Well, I don't know. Mostly neutral about the theme. To be frank, the ARPD's theme update is probably the best example of it being done right - not too in your face, not much gets radically changed, but you still feel a breeze of fresh air. Here on the other hand, the change is rather radical and confusing at first.

My real complaint is that the VC:MP logo on the main banner is like, pretty much not visible at all, all I can make out is the hairline of whom I assume to be Lance Vance. Seeing how VC:MP has been the most active Argonath community for a good while, I don't think it's fair to leave us out man. SA:MP hasn't been the main Argo server for a looong looong time.

When you zoom out of the page, VC:MP banner is visible. The banner is just too long to fit all the Argonath divisions, but yeah. It's really unfair for VC:MP. They should re-design it, maybe crop some out of the division pictures.

I'm not 100% sure, but when you have proper monitor that is wide enough - you see all of them. Older monitors show less obviously.
