How else would you enforce or encourage people to use the intended vehicles?
Well, you could deny them from entering State vehicles so players could try the Taxi Cab (/driver) job and let them pick'em up. IRL there is no state vehicles for everyone to use.
But no, it is a game and I guess ejecting them would make more sense than all of that. (No sarcasm)
You get several warnings before ejected though. It's not a sudden action that appears. Preventing them to get in the car would be a bit too much, as there are not always cab drivers available and state cars are a good alternative? Or else we should remove every state car because it's not IRL.

It's 80 at the moment. In the most optimal situation the speed limit would be increased to 120 on highways, but you'd need to write complicated scripts to allow 120 on highways and 80 on normal roads. Since 80 is still pretty fast and the minimal speed limit on roads, it should be okay. Remember that you probably only need a state car to find an ems or arfd vehicle. If you're not doing missions you can just go off duty and drive faster?
