In order to compliment the
Continental system introduced in 5.2.7, Counter Tactics is a series of QoL adjustments to balance the tides of justice with some new mechanics and progression base.
Justice (Tentative)
The counter of notoriety, a measure of a person's commitment to seeing justice done. A person will have 10 obtainable levels and be rewarded lightly for killing of suspects as well as greatly rewarded for jailing suspects. A penalty will incur for killing non suspects, and a heavier penalty for other law enforcement officers. We would wish to see suspects jailed, rather than killed.
We will be additionally balancing notoriety to make death more meaningful.Much like notoriety, higher Justice will allow law enforcement additional benefits.
IR EMPThis upcoming patch will introduce the
single-shot IR EMP, a weapon with the intention of disabling a vehicle. You will be allowed to access the weapon from the back of police vehicles, a single shot from a standard rifle. You must hit the vehicle and it'll be disabled for up to
1 minute.This round does not work on all model of vehicles, older vehicles are not affected by the disruption of electric circuits.

Justice ranks will allow access to a new Continental sites allowing access to better tools, utilities, and cases.
Weapons are tentative.Additional QoL Improvements- Double the radius of drone searching technology, with better accuracy. The balance is that a subject tracked by a drone may have a chance to realize they're being tracked with a notification "You can hear a small aerial craft circling above."
The better accuracy will include placing a way point on the point of discovery (accurate to 15 meters), however, it will not update and follow the subject consistently only when a new detection occurs.
Civilian SystemsAs of now, notoriety exists for criminals and another in-the-works system exists for police. We would like to consider more civilian options, but have some possibilities to go over. I'll share 2. These are not fully developed, and need a lot of work planning wise.
Simply "Reputation" a civilian equivalent to notoriety, justice. This system would enhance the experience of civilian activities, including reward.
"Honor" an alternative path to Reputation, this system hasn't been developed out but would be a parallel to Reputation providing bonuses slightly different to reputation but deal more inwards than exterior.
