Did u recently install any games that work on dx 9.0b ? if yes... welcome to buggy dx land...
9.0c sees version of dx 9 abd wont nstall over 9.0b... try to instal manualy if not... get win disk(ull nead it) and download Happy dx uninstaler (it reverts dc ti 8,1(default windows one) ) so u can install 9.0c
