That seems to be a feature of the whole SA-MP, so we can't really fix it. Hopefully it will be changed in SA-MP 0.2.

This is a samp feature, when no-one is in a vehicle samp does not track anything about it, damage, location etc.., its how empty cars get desynced..

This is stated to be fixed in SAMP 0.3...
