Hello!
I have been in pain of a 'lag problem' but haven't found the final solution yet. I have found a lot of help to fix it, and it worked! But it is still lag, not as before, but still lag.

I have got another game(fixed it a little), I have downloaded low-res textures modification
(http://www.gtagarage.com/mods/show.php?id=931), helped more than just changing game, I thought it worked, cause it did at the beginning. But it started lag again in some reason. It says on the requirements on the low-res textures modification following:
Use this config pack if you have:
-Pentium III 900+ Mhz or equivalent
-256 MB of RAM
-64MB Video Card (GeForce3+ or equivalent)
Since I got over it, it lags still. It didn't lag before I reformate the PC, there are some problem in that. I got more space, not lower. So it should even go faster.

I can't clue the rest out now. I can tell you a little bit about my PC.
-Pentium IV 1,5 GHz(1500 MHz)
-512 MB of RAM
-120MB Video Card(NVIDIA GeForce4 MX 420).
It takes Half-Life 2, The Sims 2 e.t.c. so it would be able to hold this game also. Especially with low-res textures modification(Low-Fi pack). I haven't got SP(Service Pack) 1+ yet, I haven't updated my PC with any kind of special updates since I haven't really download anything than games.

Would appreciate a good try to fix the problem. I got the lowest options also, so nothing simple like just that though. It all goes fine in the beginning, later it all gets bad lagging. No downloads same time as I play(no one have it online then), no messenger, nothing where the clock and shortcut menu are just down the windows panel to the right. Just the clock over there. A lot space left and no modifications.

Thanks for reading and hopefully helping me.

I don't know if I had DirectX 9.0C installed, so I am installing it now. Maybe it will fix some...I don't know, testing.

EDIT: Installed, but didn't help.

hmmm, did you like not have lag problems at one point? then randomly got them? or has this been a constant thing?

Oh well, something like that yes. First off, it started that it helped, the modification. After one day, it wasn't lag from the beginning, it came a little while after I played. About 2 days later it became lag just when I started play. Some...I don't know. 'Weird' thing.

have you installed anything recently? because my sister uses the laptop i play GTA and is always installing random crap. a system restore always helps to get rid of the pointless crap she put on there:p or some wrong install that went wrong which effects my game. so yeah. anything new you've installed recently?

I always take the highest options when I install. I may reinstall the game but skip the music the cars, I don't know, shall I test it?

hmmm testing anything wouldn't hurt at the moment :). all i can say is, set it to it's lowest specs like "low quality" lower the draw distance...mute some sounds....resolution, uhm close applications before playing. make sure you have at least i dunno 500mb space on your hard drive? the more the better :). just look around for things that in general will be taking up your pcs ram. good luck :)

I've already looked around a bit BUT I could check it again. I just noted I got 73 GB left at harddrive C: and only 700 MB at D: where I got the game. I will try to clean up a bit and re-install it. Thanks.

Nah, it is nothing about the PC, it worked fine before the reformate. It is something wrong inside. I need update...But I don't know which.
