It does not start... if you use Kaspersky Anti virus, then you should make sure that it is deactivated when you want to start... deactivate and reboot..
but as mentioned.... if you use Kaspersky

Reinstall the damn Vista

Backup important stuff -> Burn Vista on CD / DVD -> Boot Vista-drive -> Install Vista.
After that u have to install GTA SA and then SA:MP
