Acting to solve it? You cant solve it unless you're in charge of it. Or the people who are in charge takes a moment to actually hear the ideas, suggestions, and critics.

Have you already read the recent developers' posts about the openness to change and the 6-month long implementation of the core features after which other changes will be decided on? (which may, fortunately, include removing jurisdictions and random hospitals)
The way that a view is expressed can affect how the message gets across; it can either make or break your message. Even in my time as a moderator/admin/manager, I tended to dissent now and then from the opinions/consensus of some colleagues. However, perhaps expressing and banking your stance more on a solution than on a problem/threat would help a lot better.
RS5 is far from a perfect system. Even I said, after first entering it, that the execution in many cases does not justify the concept. However, I also recognized that nothing would happen if I just complained instead of exploring what possibilities were not there in RS4. (for those who will pull the RS3-RS4 and RS4-RS5 comparison, remember RS4 was an incremental step from RS3 while RS5 is a new game design)
Gvardia was the only remaining big group on Argonath, who's actions gain the server a constant big number of members/players, and just like everyone else we went off, cause everything about this new situation is wrong, and there's nothing we can do no more about it.
Then you spelled the end for your group ever getting official again the moment you set your own restrictions by saying that you could not do anything about the situation. You placed those shackles, you can lift them.
The difference between you and I here is that you (seem to) only see problems. I see problems
and opportunities. If I was a criminal leader with the resources you
have had at your disposal, I'd take the opportunity and sweep in to become known not only as a criminal leader, but also as the leader of a faction that helped solve the problem of low players.
Personally, I would be rather known as
that than as an organization whose brilliance on the server existed in the
past and is closer to a historical relic that disappeared with RS4, rather than a pioneer in the new world of RS5. Because at the rate you are going and the rate you are limiting yourself with, that's all you will ever amount to be in SA:MP. A part of past history, instead of a part that continues making it.
So yeah instead of some, we actually were one of the rare who kept the player count up for a long long time for Argonath. We received our reward
I would not consider being "one of the groups that bailed out" and being confined to little more action than complaining in the group topic about the system (you're all up in arms about it) instead of taking advantage of it, as a reward.

The daily "low" count for a ~90-player RS4 was ~10-20, what "low" count would you expect for a ~10-30 player RS4. Even I would have to admit that the script change technically "reset" the community, but under the circumstances, it was the best they could have done.
RS4 was like some bad cheese, with whom we manage to made a fantastic cheesecake, but you cant make a cheesecake out of garbage no matter how much you try. That's the whole point.

think it is garbage and view it purely as garbage, you will only get garbage and no results.
If I had building materials for a nice building (which would make me rich) and was given a dump site instead of a prime grassy plot for my real estate, the only difference would be the effort of me hiring crews to get all the shit out of the way before I get around to building my building and wealth. It's only logical that
any system will not work if no one exerts effort.
Even in its incomplete release, RS5 came out with tools that would have made your lives much more convenient had you actually stepped up to use them. Set HQs for official groups ("official" defined in the sense that they stay around to preserve their status instead of abandoning it), group vehicles, group bank accounts, these are all things you also asked for.
Now instead of being used by groups such as Gvardia, they lie in wait to be used by smaller, newer factions. It's a shame and a waste, honestly.
None asked any of the offical groups to give their recommendations and opinion on criminal scripts, no one didnt thought about it in letting ARUN step in and help scripters, even when we tried, and we did many many times, our warnings and suggestions were decline with a answer "If you dont like it leave".
Well guys, no one likes it and everyone did left, and that's it, now you can enjoy it.
There are two sides to every story. Aside from yours, perhaps keep in mind that many of your friends did not ask in the nicest manner. Yet, you cannot deny the fact that many of their ideas are also in the current script.
As an ARUN adviser though, I'll have to say that there was not a lot of "stepping up" on part of ARUN even in the past, anyway. Topics were opened for suggestions from groups on the roadmap, but the initiative was not as strong as you could have properly capitalised on.
To repeat, if you think of nothing but garbage and expect garbage instead of digging for something that can make it worthwhile, all you will get is garbage.
I will pose a challenge. Perhaps you would like to prove which of our stances are right, by making Gvardia plunge into RS5 for 2-3 months. If you do not have an easier time (compared to the first 2-3 months when you were new, and giving consideration for the discrepancy caused by you already having resources when you started in RS4) building an empire and becoming an institution (or "household" criminal name on the server) than when you were first new and starting, and if the new tools do not prove beneficial to you, then I will eat my words.
