The ARPD employees can use the prostitute facilities same as others, but only when they are not in service. So example, they cant report off duty on radio and have sex in the police car. The sergeant made one mistake, with using the girl's services at the side of the road. He commited indecent exposure, but if nobody reports up the sergeant the ARPD wont take steps against him.

Just one thing to point out, which is a follow up from hanks comment about being punished under the ARPD. You've been assuming that he was rping an off-duty cop, but you don't know that for sure and it doesn't show it in the evidence either. So even if someone reported him for the indecent exposure, unless he made it clear at some point that he was an off-duty cop, ARPD cannot punish him.

To try and clear up some possible confusion, I say this because committing a crime in civilian rp character does not affect your police rp character, unless you show somehow (such as saying that you're an off-duty cop) that you are infact a cop, just off-duty.

There are 3 modes:
1. On duty as a cop.
2. Civlian, but role playing that your a cop, just not on duty (because cops don't work 24-7, lol).
3. Civilian, but role playing that you are not a cop at all.

Regardless of whether you report 10-7 or not, if you're wearing a uniform, you're a cop, but seeing how Bianconeri was not wearing a cop uniform, the innocence of his cop rp character remains.

Sorry if you still don't understand, but basically, you can't be punished, so no worries. ^^

That was the other thing I was to mention. This stunt that you pulled can technically get you sued because you publicly yet falsely shamed and defaced the wrong person. Maybe you want to sue the client of the prostitute for the alleged punch to the face, which you have yet to show any evidence for, but even if you did, the Sergeant who had nothing to do with this could sue you for much more.
