The argument is that the only exception made to the "No TDM" rule, excluding the (compromising at best) gangwar system, is the orange vs. blue team fight. Only the blues may attack anyway.

Orange vs blue is not supposed to be a TDM fight.
Perhaps I should think up a system where only two or three members of a mafia can get a wanted status. All others will then be tempbanned if killing an officer.  :devroll:

So if a Mafia all gets wanted with loads of guns, it is the fault of ARPD.

Criminals gather up, buy weapons and kidnap a civilian or a cop. They get him to a hideout then call the cops and ask for a randsome.
The ARPD reads the message, use /area and then they assamble a team infront of the building.

- What the ARPD is supposed to do: Call the kidnappers again, they negociate for a understandable randsome, and they discuss about the hostage safety. They ensure the hostages will be safe whatever it takes.

- What the ARPD actually do: Wait infront of the building for like 10-15 minutes waiting for more ARPD cops, freecops, FBI that will come by hearing the radio transmission. Sometimes, the FBI calls the kidnappers to stall a little, and ask to go in there and ensure the hosatges are safe bla bla bla... And then everyone /enter and storm in, they shoot their way in without caring that the hostages will be killed or not. The criminals shoot back normally, most of the cops gets killed. But lucky for them they /spawnreset'd infront of the building and there they will find the guy who /weaponequips inside a SWAT van. They go back in, "boom, boom", all the orangemans are down, mission accomplished, returning home and waiting for another 207.

Could you please inform me why you would call the cops if you have a hostage ? That is like advertising you are breaking in to a house.
