I think its the infection virus that turns us all into weird creeps...Whoever has played Prototype, knows. The game was just a warning!
Nah, i think its somekind of little lab failure or just a cause of all the toxic in the sewers.

I think it's an existing animal, turned out to be a monster, literally.
Looks like the inside of a animal that have turned out to be on the outside, and the outside on the inside - but still alive. Perhaps the parent(s) left it/him/her there?
That's only my thoughts. Otherwise, maybe a dump animal that lives in the sewer, heh.
