Having less skills in shooting than someone does not make them "Lack skills". The Diablos were(And hope they still ARE) very picky over their recruits, which makes them get the best of cholo RPers. I prefer a gang that can't stand in a shootout and get killed in it but has great RP skills, over a gang of professional DMe-...ugh I mean shooters, who don't even know the command /me exists  :redface:
