I don't think they sell those. But with proper knowledge of audio and electronics, you could possible convert a real one to work with a PC.

These things are sold.  They're not only used for police and other emergency services.  HAM Radio users have these types of microphones, you can buy them for your CB radio, as well as your mobile radios.  Getting one of these is not hard at all.
