It is more to do with your structure and the way you recruit members. I'm sure that if you didn't recruit people that had been playing five minutes on the server and do not know how to enter a car as a passenger, that Cems would be still alive today. Nonetheless, there is no use in stretching out your group for the mere matter of being an 'old' group, as you will have hardly any 'old' players and the only 'old' thing will be the name.
Pretty much the same thing with Gstar group.. inactive leadership, and questionable methods of recruitment into group - both groups only try to become richest group or group with most members, not most respected group, as they really should be. Therefore, I advise you guys not to do try to revive Cems, and try to join another group before to learn some more vital information about how to lead a group which is respected and that regulars actually would want to join, before trying to form a new group.
I was in Cems in its early days, and noticed many problems that Cems leaders faced - it's best to address these first before even considering to lead anything, because if the issues are not solved, in a matter of weeks, you will be making another identical topic. Hope what I have said is of some help to you. Good luck.
I sell the things you need to be, I'm the smiling face of your TV. I'm the Cult of Personality. I exploit you; still you love me,
I tell you one and one makes three. I'm the Cult of Personality. Like Joseph Stalin and Gandhi, I'm the Cult of Personality. Neon lights, a Nobel Prize, when a leader speaks, that leader dies. You won't have to follow me. Only you can set you free.
