I don't think it can be done. As cars are ownable and not rentable... And what I mean with that. IF you get Admiral setting, it will be gone the next 5-10 mins.

I relly don't see any point in renting a car myself. You don't acually get anything out of owning a car besides having a nice car to call your own and show off. Renting one would be even more useless.

See in RL they have rent a car company  and it would add to the role-play in-game.
And you can have a flashy car to car yours by paying $500-$1000
instead of 40k-100k and so on most people cant afford that and most cars are owned in-game any way but the cars that spawn here will be already owned by me or the company.
And i could hire people to work here so they could make money.

There's a little problem. You can't own more than 1 car so you would need trusted people to buy cars, for the company, and role-play with you.
Also, your aiming towards people who you think that are interested in role-play, which isn't a large percentage on this server. Although it may be succeed, in a role-playing matter, I should warn you that it won't be as good, financially.
Other than that, you have my support and got yourself a client if you do take this forward

Here is a man I instantly respect for his idea of roleplay. Most should read this topic again and understand that he is attempting to actually start a rent-a-car business although it is not scriptable. So what if it is not scriptable? Yes, although cars are owned and you can't own more than one, I sure would pay 1000 dollars for renting a car(even if it was another person's car it can be brilliantly roleplayed) as I love the originality of your roleplay idea! You can certainly roleplay this, there is absolutely no problem at all! I wish you success buddy. You can make a topic in SAMP City hall about your company(See other topics there and you may get an idea.), giving out information and prices. You are free to take a location(ideally do not take a location that is already being used by another group for roleplay as it would interrupt both groups). You can hire a few people, offer services such as 'delivering the car to the house and pickup' and pay a little 'cut' to your workers.
The essence of roleplay lies in imagination, most seem to miss that point and consider scripts to be roleplay. Scripts are a means to the roleplay not the end itself. I am glad I see one here who actually tried using his imagination instead of worrying how much cash he has to post in the 'How much cash you got' topic. Instead of dissuading him, learn from him.
