IS Robbing weapons allowed?

I am not even bothered  or concern for my own sake, since i dont do weapon or drug deal mostly, but i can only imagine, a new player, who chose criminal role play, and invest his first and last 5-6k that he saved from welcome money  to earn money from drug deal or weapon deal, and then gets scammed by some "experience leet criminal" leaving him with zero money after all his hard work to make progress. That's what my concern is.

I believe there is a rule, DO NOT SCAM NEW PLAYERS.
If he got scammed, he should hope someone saw it, he would most propable say it in /p.
The least thing we could do is help him(/wire), im not sure if that rule exists, but some people tell me to not scam newbies.
