I need to know what is best, I need really good cooling because I am building a very good gaming PC. I have no AirCon so that can affect the way the fans work, Hot air blowing into system would suck majorly.

It allows Aliens to take over your computer and watch space porn.

If your not gonna overlock your parts, stick with air cooling. :)

I am trying to keep my system as cool as possible, would I be wasting my money if I buy a LCS and not have overclocked my parts?

Yes, it would be a waste, if you just get good air cooling parts, its money well spended. (For Example, Noctua fans)

Get an actual fan and put it next to your computer case. No overheating problems!
Hah, just kidding. It can help though :V

But I do not want alot of heat because I live in such a humid area, usually 60 - 80% humidity everyday.

Josh, stick with this:

Water Cooling - It's far more efficient than air cooling the only con is that it costs more. Also requires the know-how to install - but that's something you'll, easily, find in youtube.
Air Cooling - Indeed it does reduce your hardware temperature, but isn't as efficient as water cooling. If your looking for a cheap way to reduce the temperature - air cooling is the choice.

The con of water cooling being harder to install is basically removed by the Corsair H50 kit. It's as easy as breathing. It doesn't even cost more than a high top-of-the-shelf air cooler. It's the best way you can go down if you're into making an efficient machine.

If your not OC'ing your hardware, stick with the fans, you can buy 2 or 3 good ones for like 15-20euro's(in my country)

If my hardware does get too hot, they will definately die in this humidity. My local PC speciallist is getting me a LCS

My friend once had a water cooler(BAHAHA Australian's call that an Eskie!), it broke and the water went into the pipe which connected to the computer, causing the computer to like, explode(Cuz water+electricity=shiny flames o.O). I don't recommend water cooling, stick with fan.

LCS's use a non-conductive Coolant Gel. You're friend asked for it by putting water in there. haha
