Program to access files ONLY with password on server

Well, my dad talked with me about this idea. He has his own driving school and he has a program named Liiklustestid (Tests for driving license). His idea is to upload this program to a server and then he is able to make accounts there to access that program with specific username and password. But the system must protect files from copying and moving - files are only allowed to be opened.

Is it possible to run program from a server, so it could access files from server also, when program has other files also?

The only thing I could think of that would work, it using Filezilla FTP server on your server. You can make accounts and add restrictions.
