Try to re-install SA:MP & GTA, if you have mods installed they might have crashed. So replace the gta img file to the original one.

You might try getting rid of CLEO.

A gta3.img error would, in my experience, show up on the loading bar for San Andreas, not as soon as the game opens. Hence, that should be fine.

Definitely sounds like a mod-related error, get rid of them, especially something as invasive as CLEO.

There is probably a file missing in gta3.img
