Reinstall gta, if you cant play single player, there is no point in trying to run samp

if yes:

Remove sa, remove gta_sa.set from my documents, install fresh gta to different location (example d:\gta or c:\program files\gta2\ etc..etc...) run once single player, if it runs install samp, fresh one

if it fails then as well, try updating your drivers or if ou have cista/7 try using compatibility
