Update forum moderators

You know, forum moderators can't even issue warns, most we can do is edit or delete your post

I think locking topics too right?

I moderate SAMP groups, I don't need to be an admin to be able to do that properly.
We can do anything that the person who posted a post can do to it, with the addition of topic removal/locking/moving.
