Hmmm... So everyone will get wanted, run around the city playing tough... Yeah, then I will give 9999 M60, 9999 M4 and 9999 SPAS for all cops. If what you want is to have a bunch of people chasing / wanting to kill you for hours go to a DM server, or be a discreet / less trigger happy criminal.

I've concluded that without any means of persuasion for criminals to surrender, we'll oftenly have the shooting and endless pursuits. So, if we're going to remove the fines we'll need to put something else which'll enforce use of /c gu.
